There are a lot of people who think because they know someone who works in govt that the institution is somehow more sane or human. I think many of those same people also lack awareness of their own capacity for evil, & as a result they do not see it in others (& may even feel uncomfortable around good & honest people who don't share their blindness). They are the type on the news after some tragedy commenting about how the serial killer next door was "such a nice man." With respect to government they are likely to be surprised that it has enslaved or totally destroyed their life, & they will most likely have helped make it happen. Everyone has a dark side. Evil is always much closer to home than most want to believe.

Perhaps. I think the incentives of the state (as a coercive organization) tend to corrupt genuinely well-meaning people and place them in situations where it is easier to support the exercise of power than to object
