When you make a withdrawal or a send off a centralized exchange, say CashApp. How can anyone be certain who receives the bitcoin? If I send you .5 bitcoin from my CashApp to an address you control, who's name is associated with that BTC? Mine. Who has control of that bitcoin? You.

Point is, bitcoin has no KYC. There's no such thing.

Now if I donated to these truckers, who used a CEX as a receive address and I send from my KYC CashApp, then yes, that could be the identifier you're worried about.
