relays should have pubkeys, then you could do fun things like skipping dns and tls, just use noise protocol (Noise_XK_secp256k1_ChaChaPoly_SHA256) and ip. You could also p-tag relay pubkeys for relay specific notes. may nip this.
Cool! This would grab a big part of infrastructure. How would you assign IPs to pubkeys?

The same way you assign usernames to pubkeys. Each client keeps a list. Relays would need a challenge/response mechanism where they sign challenge data with the IP, so clients can verify.
