I worked on a monster movie once that has noir elements. It was like buffy meets sin city meets the magic in the real world but regular people don't see part of Harry Potter.

Real good makeup. It was directed by the guy who is inside the alien suit in a bunch of the Alien movies. His whole family does make up and rigging I guess so he had like 5 sons all making monsters.
