It's the people who don't think minorities are intelligent who believe minorities need special treatment.
It's bigotry of low expectations.
People are essentially saying, "these minorities are retarded & they will be poor forever if we don't help them."
I believe T Sowell said something similar like “you dont actually help someone by lowering your standards for them”
