Under a Bitcoin standard, how could we go about approaching things like import duties? Should individual citizens be charged for bringing in items for personal use and consumption, whether they be books, cosmetics, food items, or even Bitcoin miners?

ABOLISH FEES. PAY FOR WORK ONLY
When folks bring goods into the country, you demand they pay a certain percentage of what you say their shipment is worth in Bitcoin, or you take that 1.5x that percentage of the shipment itself.
The 1.5x is because you have to do work to move goods you wouldn't have to do to accept currency
