Canada has the same tiered system as the UK and other states who are coordinating with eachother.

Retards will call it a coincidence, pattern noticers will see the obvious coordination to elicit a reaction from the public that they can then legislate and introduce extreme measures against.

really the USA is also tied to them, and the EU is also controlled by the same upper echelons, mostly royal families and bankers
