So if I want to sell my home vanilla extract/paste/etc at a farmers market… it would cost $200-600+ & possible inspections… seems like a scam to me…

I mean, there is some legitimacy to make sure you have a proper kitchen to produce these items. I won't deny that the fees seem a little bit outrageous, but at the same time it's, you know, good to know that you're producing food items in a clean kitchen. ¯\_(ツ)_/¯

Every restaurant I worked in had cockroaches. The purpose of the system is what it does, not what it claims to do. The system takes money from you and signs off on a piece of paper. It's there to keep as many people out as possible to benefit the bigger players who write the compliance legislation.
