No, at one point they were emergency glue for tent or clothing rips. It used to be nice little balls of boiled pine tar on the end of the sticks. Now they are this mess.

Can you just use a double boiler to melt it off of everything and then make them anew?
It's probably easier to just start over & store them some place else.
