1. do clients pull data from relays each time they start?
2. do relays convey how many events they have to the client?
3. do clients know how many events are left to pull at n point in the process?

Clients pull the events from relays. Some clients cache data locally. The clients pull events based on a query. I guess there could be a limit on what's returned?
