Only offline apps like Jan can give some assurance of not recording what you type. But they still can't stop your phone from recording you or anything.

Usage rights vary from chat bot to chat bot. The "pricing" page will usually give a quick answer without digging through terms and conditions. I only use unpaid stuff, there are plenty of options that let you use the outputs freely.
