Except for Substack, what is the simplest way to make a mailing list that can also be browsed on the web?

No one is doing the Nostr Weekly Report, so maybe I'll start it.

Standard Notes can publish to listed.to which has rss and email subscribing. Can bring your own domain and has a nice UI which I believe is customizable.

When people reply only the author receives a response though. So if youre looking for a forum it wont give you that.
