What does this even mean?
The banks currently take your money to invest in order to make profit.
The government decided to cut out the middle man and start doing that themselves.

It means something like a stocks and shares ISA for EU citizens but without the tax breaks (as we have in the UK). You might get some returns on your investments but the money you put in will be at risk to stock market movements and available to the EU government.
The Chinese way.
