It's the people who don't think minorities are intelligent who believe minorities need special treatment.
It's bigotry of low expectations.
People are essentially saying, "these minorities are retarded & they will be poor forever if we don't help them."
And, they keep them poor and dependent BY helping them. Which, in the end, is what they secretly desire.
