The reality is that anyone can push notes to relays, anyone can generate pubkeys, and anyone can continue to bother you.

You are in charge of filtering here, don't expect an authority to do it for you.

You can:

1) Only subscribe to paid relays that are willing to do moderation.

2) Use filtering tools to hide notes from people you don't follow.

3) Block/mute users that bother you.

I don't know what else to tell you.
