The reality is that anyone can push notes to relays, anyone can generate pubkeys, and anyone can continue to bother you.
You are in charge of filtering here, don't expect an authority to do it for you.
You can:
1) Only subscribe to paid relays that are willing to do moderation.
2) Use filtering tools to hide notes from people you don't follow.
3) Block/mute users that bother you.

The guy above is not wrong. #[3] can’t do anything anyways, besides kick him off the damus relay. But your prob connected to other relays that he’s still on so you’ll prob still see his posts unless you block him yourself on the client side. I understand where you’re coming from but what you’re asking from Will isn’t possible anyways.
