Open loop liquid cooling is kinda dumb no matter how you do it.

Evaporative can only make sense if water is basically unlimited but those places tend to be too humid for decent evaporation.

Dumping the hot water into a river downstream kills the river.

Closed loop heat pump systems exists but I guess they cost an extra nickel. The billionaires building the data centers build them 1000 miles from home so who gives a fuck about the local impact right?
