We need a physical bitcoin layer, even if it isn't trustless. They can take the "voucher" (paper cash bearer instrument) and figure out how to redeem it into a wallet on their own time. Like an opendime but without the electronic component.
I believe this to be entirely possible but you do need some fancy printing technology to mint notes that have tamper-resistant redemption keys.
