The best way to buy beef is in bulk from your local farmer. When I buy a 1/4 cow, the farmer delivers it my door and gives me extra goodies like free soup bones, liver, and tongue! The meat comes out to about $7/lb and includes multiple lbs of steaks as well.
Meanwhile just a pack of ground beef costs me $9/lb at my local Whole Foods.
