Hack is a different programming language that interoperates with PHP, and HHVM doesn’t support modern PHP, so there’s no ecosystem benefit (e.g. Composer packages) when using Hack. I think Meta made a mistake with that decision; no one outside Meta or Slack uses HHVM now.
