Is it a good time to start a bitcoin mining company? Why or why not?

Is $.08 per kWh or slightly less still viable?
That's not bad for starters. You would have to work power deals with local companies, demand response. The largest are sub $.04 kWh.
Usually miners have some sort of edge by owning hydroelectric dams, great location or something.
