There’s no way to do that. You can only mute him in your client.

How do you mute?!! Is it a command?
I don’t know which client you’re using. On Damus, tapping the three dots on the note should bring up a menu. (Reporting the user to relays for spam is also an option, but that won’t do anything unless and until the relay operators act.)
