Any nsec can issue a badge to any npub.
badges.page supports the activation of received badges so far. Make sure to use a browser plugin like nos2x or getalby to login to this site. Thisprotects your nsec.
How to get a badge is another question. There are some users giving away badges like crayz. I don't remember who they are at the moment.
