Android and iOS both use A-GPS, which will temp turn on cell service despite being in airplane mode just to get a ping off of a cell tower and assist the GPS radio with satellite acquisition. In iOS you cannot turn off A-GPS, in Android you can but it involved invoking developer mode, go in as root then editing a low-level system file. And this has been the case for years - it's a feature.
