The CEO was arrested for not moderating chats. He was later released. After that, Telegram's terms of service were changed. Now, chats can be monitored and reported.

So, only PM’s are encrypted? Interesting. I was under the impression that ALL conversations were encrypted.

Only secret chats on Telegram have e2ee, so private messages and group chats are not encrypted. Apparently they’re also stored.
