My mistake, I mixed up my facts. I was thinking about the tax on income that Americans pay even when living outside of the US. In some cases Americans are paying taxes to two governments.

In Cuba during the 1980s an exodus occurred called the Mariel boatlift, basically the Castro government allowed dissidents to leave the country, but not so easily, they were selected as the most dangerous for the government and before leaving they suffered an act of repudiation, while they boarded the plane they were harassed by all the communist people yelling insults at them like: worm, traitor ... this revolution is not going to change, whoever doesn't like it can leave, we don't want you and we don't need you, etc. They even threw eggs at them and sometimes physically attacked them ... in very few months how hard they managed to leave the country by sea with tickets invented by themselves to the USA through the port of Mariel about 125,000 Cubans approximately headed to the USA, direct flights were not allowed ... it made me remember this
