I have no doubt that before using nuclear weapons in Ukraine, Putin will notify all his European counterparts so that none of their representatives will be harmed. As a goodwill gesture and a demonstration of the determination of his intentions, a tactical nuclear strike on Voronezh is possible instead of Ukraine.
