Considering the fact Ys pretty much consolidated the action RPG (to the point of co-creating it) short after Falcom created the genre with Dragon Slayer, plus being being a very solid franchise, I'd say YES ^^

You can start with any (I started with VIII) but in case you start with Ys I&II Chronicles, the bump system is more fun and addictive than it looks
