Could be bullshit:

When certain ships enter American ports they’re forced to change the type of fuel they burn for propulsion. (“Cleaner burning”)

When they make this change it can cause disruptions to ship’s power. eg. surges or outages.

That’s what happened with the Baltimore ship.
