The norm in any socialist agenda is to create situations in which businesses cannot function & then blame the businesses for not functioning. This appears to be the situation with insurance in California. It looks a lot like the govt didn't want people insured & they wanted it to appear as if the insurance companies were the bad guys at the same time.
