Easiest solution, charge 20c for a bag or 1 baht or something. Forces consumers to take shopping bags or reusable canvas bags. In fact I brought two canvas bags with me for shopping, but haven't used it once yet because they just pack everything in plastic for you.

In South Africa you have to buy the bags if you want them, about $0.10c but the idea of paying for it just makes people bring their own shoppers.
