legitimate uses would most likely include some sort of warning gate with signs, not just a derailer mounted on the tracks right next to some chemical/gas storage facility
Do you see any construction workers in that video? Any warning signals or signs? I’m sure there are “legitimate” uses for such a device, this is not one of them!
