While it’s definitely Orwellian what they want to do, there’s a grain of truth from the Europeans I’ve known, that they tend to invest too little (largely don’t even consider it like we do in states)

This is precisely the fiat hamster wheel problem. Everyone must become a full time investor, in addition to their professional and family duties

Oh I know, and maybe their culture (assuming I’m even right in my anecdotal guess) has some good reason historically for being weary, but definitely seems they just sit on their money too much from my pov. Their prerogative of course
