I wouldn't use tails. Tails is designed to be isolated from the rest of your computer. I imagine it would be hard to do anything useful with it (not impossible, but just more difficult than usual).
I would recommend starting with a PopOS liveUSB.
Maybe you can use Tails to find, download and install PopOS onto another USB stick.
