it's still remain decentralized as event travels across numerous relays.

for our bouncer, we do not have any content type that we censor for anyone that use it. sure it was possible, however the intended goal for this project was *not for public use*, but rather suited for *private use*.
any individual person still able to host their own bouncer, either for themselves or for everyone else.
it's their responsibilities to do what they would like to do with it.
