A more simple method could be to toggle off notes from people who do not meet a minimum WoT threshold (set low on purpose initially), with the option to disable entirely.
[ ] Safe Browsing: show notes from friends and their friends and trusted connections
[ ] Unfiltered Browsing: Show notes from everyone.

After onboarding the default view is For You in noStrudel, means the tags you chose while onboarding and Following which one does not have more than few or none at that point. I think, as have not verified thoroughly.
I want a middle option that lets me see only notes and replies from people i follow regardless of whether some people i follow or people i dont follow have muted or reported them.
I despise algos that try to rely on mute lists by others as lack of ample list support in clients has led to alternative uses of mute lists.
