Yes, I looked at the code today and it only look at the events in citrine.
If it receives a kind 10002 event it will be able to publish to yours relays

I assume that's an ephemeral trigger and if you are not connected to the internet the moment Citirine receives it, it's not broadcasted when you reconnect, right?
