In Russia, it is considered bad form to use cheap perfume. You should smell of at least 60 dollars, so that people consider your status to be slightly higher than that of a bum.

In the States, if a guy smells like 8 bucks worth of perfume, that's nice. He's doing great and obviously has a job.
