I think it's partly cos spices wouldn't make sense with some of that, like you don't need a spicy roast boar or pheasant or whatever lol.
I'm also not really sure of the history but I doubt the majority of the population had access to expensive spices. ¯\_(ツ)_/¯

As for your point about commoners having the money for spices that's the real thing. I imagine the royals traded spices with other countries more as currency rather than "bring their culture here!" I wonder how much of it actually made it to England rather than being controlled by British traders but really only going the next country over our what have you.
