Speaking from experience, teens push the boundaries of laziness. The act of getting dressed is a pain for a teenager. As well as dealing with the bulk of a coat, and then figuring out what to do with it at school or how it looks to your peers.

Girls: it hides their bodies and blurs their figures.
Boys: once it's not freezing any more, they take it out and it becomes a burden.
I asked a small group of girls one day at a high-school I worked at this question. It was pouring rain and 7 degrees (celsius) they were huddled under a bus stop waiting for the next bus. They all had sweatpants on and small shirts with make-up done to the nines. They collectively said WE FORGOTT THEMMM 😅
They don't forget. They're just lazy.
