Signal is a straightforward replacement for iMessage as far as I can tell. You can adjust the quality of pictures sent; it defaults to reduced quality to save data. Signal can also sync with desktop PCs.
Video as it's face-time replacement or just sending videos?
Like a FaceTime replacement. From research it actually looks like you can FaceTime from iPhone to android and android can accept it through a web browser
You can do private video calls through Signal but the quality is usually not as good as FaceTime.
