I think there is a philosophical case that it is, based in panpsychism. In panpsychism all matter has some level of consciousness, and our lived experience is (something like) our perception of the interaction of those carried consciousness. "Bitcoin" is a somewhat loose term, when you say it you could be referring to the network, the monetary unit, the code base etc.; all have their own forms of consciousness, the incentives and people that operate them. I could argue that the homeostasic interactions between these components indicates a type of intelligence.
