IMHO clients should implement a double filter system for this to work.
1: Note creators should be able to set a minimum for zaps to get pinned into the comments section. This way they can set a minimum price to their "advertising space".
2: Users should be able to set a minimum for pinned zaps to show. This way users can set a minimum price to their UX disruption.
Similarly, I think clients should limit the advertising space to a single #zap per note. That way it creates a fair bidding process for the limited space with minimal UX disruption for users.
Even like this, I agree with nostr:npub1h8nk2346qezka5cpm8jjh3yl5j88pf4ly2ptu7s6uu55wcfqy0wq36rpev, this should always be an opt-in/opt-out model, which makes hard to align the incentives of users and advertisers. Maybe an option would be to make it either both or none, so if you want zapvertises to be pinned to your notes, you must opt-in to see pinned zaps. That should be clearly visible for potential advertisers, so they can decide to zap or not depending on whether or not your advertising space is really for sale.
