Is there a way to keep Signal registered on two iPhones? Use to be possible but now seems to wipe the old phone’s registration.

Not possible. Pretty sure it never has been. Ipad, desktop apps no problem though.
Was possible before when verification over QR on the phone was available. I still have an older phone working.

Clunky workaround, register a new signal account with a voip number on the 2nd phone. Then start a group message with your 2 accounts and the person your actually want to talk to.
Can’t think of a way aside from having 2 sims and 2 different numbers.
