Here’s the only source I could find related to that [1]. Sounds plausible but no sources were cited and it isn’t corroborated anywhere reliable as far as I can tell.
Alex Saab does have a verifiable background doing business for Maduro. The actual number is pure speculation though.

If this proves correct that would mean the US is the top #Bitcoin holder after Satoshi. If you include IBIT and MSTR the US holds more than 11% of total supply.
