Why not? From a user perspective you can just keep rotating your relay set if and when you are censored on one relay. There's some challenge on the client side to find the user on the new relays (I.E outbox). But I don't think what transport layer the relay is using is really relevant to this problem?

The transport layer matters as a protection for the relays.

Nostr doesn't die if a relay goes offline, but things will be very tough if they are continually attacked.
