Technically speaking, yes. However, no matter how they vote, they always vote for the Jesuit Order regardless of who they voted for. I realized this in 2024, and I didn't vote in the presidential election (knowing who was chosen by the Jesuit Beasts). I did, however, vote down ballot (which I think is not a bad thing to do).
Yes. National elections however only exist - at this point - to maintain the illusion of having a vote. EVERYTHING is decided and mandated by the ECB and the EU commission.
