Recently came across a news in which Pakistan banned Twitter for couple of days and it's only accessible through VPN.

Is Nostr immune to it? Can Nostr be banned by governments?

They can ban the app like damus or amethyst but can never censor nostr

I’d like to learn more about how these work in a hostile environment.. would it work in a country where encrypted web traffic is illegal? Does the ISP have a role, so in a captured state they could betray you?

People will always need a client to actually use Nostr. Isn't it?
