The downside is that the majority will always defer to and blindly follow a small group of "leaders", almost regardless how horrific the consequences. There will never be a grassroots movement towards freedom that STARTS with grassroots majority action.

The upside is that we don't have to convince the masses of NPCs to support and act toward freedom. All it takes is a determined, capable, intransigent minority demanding freedom and refusing to take no for an answer. When that minority removes the rotten corpses of our totalitarian overlords and takes over their leadership role, the majority will fall in line like they always do.
