... and if I send an on-chain tx out of the mint I'm part of now, how does a signed-transaction get created and broadcasted if all of the mint's keys are on cold-storage devices (which must be signed manually)??!!!

Oh, that’s why. I think that’s what happened to me. I had an on-chain amount that was too small to swap to Lightning. I added more Sats to meet the 100K minimum, but it went to the mint.

I've tested this and it works (you'll be credited with esats). You have to wait 10 confirmations though because of how Fedimint works.

Good to know. Still crazy you can have final settlement like this in a matter of < 2 hours.
